This is my new personal vehicle. 2000 grand Prix gtp.
Any who, these are referred by the grand prix world as hi-po torque stars.
I;ve read through the internet that they are polished metal with a clear coat on top.

I can see the potential of these to shine but I don't know how to go about it.
Is there a way to test if the clear is still on or a way to strip it off so I can polish the aluminum?

    Thanks

Just use some M205, it will polisher either the Aluminum or Clearcoat. If not shiny enough the use some air craft stripper the alum polish

Use a wheel cleaner to clean them up, and then use a wheel sealant with cleaning power in it, such as Prima Wheel Armor or CG Wheel Guard/Smartwax RimWax.
