The Vac n Blo after removing the inlet side end cap, paper, and cloth filter (leaving remaining foam filter in place) is about the same blow force as the Master Blaster in 4DP mode (1 motor on).

It can be done but it will take longer and it helps to work on paint with a good polished paint with a lsp. When the paint is dirty or not smooth, water tends to stick to the paint and can dry in place. In any event, it will get much off and you can remove the drabs with a towel. You can save some time by skipping the glass and just wipe it with a towel especially if you are going to use a glass cleaner anyway.

Yes, if you don't want to have two machines then the Vac n Blo is designed to do both. If you want the "Tim the Toolman" blower then Master Blaster all the way.

What some guys do is by a second hose, one for vacuuming and one for drying. This eliminates the dust blowing on the car that was stuck in the hose.
