Would it surprise me that some enterprising souls would take China fiber, move it through Korea to get the Made in Korea label to satisfy those who think on Made in Korea means something and willing to pay a lot more for saying it?

    No. It is just business.

Unlike the US, where legally you can say something is made there if one small part is fitted, I don't think the same applies the word over.
Moreover, the Chinese factories have yet to invest the necessary money into the German made machines that split the fiber, like the Korean ones have, but for cost reasons, a lot of Korean fabric is sent up to China to be finished off - so the better quality Made In China ones will likely be Korean sourced, rather than Chinese sourced, unless you've an order of a few million to fill for Wal-Mart, where the price has been set as to what they'll pay.
To that end, 20 for $5 gives you an indication of likely quality!
