Sounds like you made a great recommendation. If Diablo Gel doesn't get the stains out, then I'm sure that the clay will get the job done. If Diablo and clay are just too gentle, then he should spot-treat the problem areas with CG Grime Reaper 5:1 and a medium-stiff brush...one that is firm enough to agitate the stains but won't scratch the rims. My Grime Reaper recommendation is based on only if he has factory aluminum-alloy wheels on his Tahoe.
You could also use a dedicated rim wax, im not sure if you guys have something similar but i use, smartwax rimwax to seal the rim
If the rims are pitted, nothing is going to help that but to be refinished You may take it back to the dealer all cleaned up nice and shiny and ask "WTF"
