Quarter size paint chip...questions

Alright, well my sister backed her 06 Honda Ridgeline into an ice bank a couple weeks ago and the plastic bumper flexed and the paint came off all the way to the plastic. I posted this on another forum and have received limited help and it was suggested I come here and see if this forum might be able to help me with it.

I'm not sure if I will need to respray this section or if I can maybe use something like Dr. Colorchip.

Right now I'm thinking I'm going to need to sand the area down, prep it and then either use the Dr colorship or prime and then respray the area. Then follow that up by wet sanding and polishing it out.

Any advice would be greatly appreciated! I'm looking to get this done in the next week or two at the latest. Thankfully her bumper is plastic so I don't need to worry about it rusting, but I'd like to get it fixed before it gets much worse.
