Have you tired just wiping down with a regular damp microfiber or spraying the panel down with plain water? It does the same job and you dont have to worry about the ipa removing anything.
I suggest the "spit shining" method which is using chilled distilled water on your towel to wipe it down.
The streaks could be the wax or polymer content found in QD and detail sprays. If a diluted IPA solution doesn’t remove the surface oils perhaps a specific paint preparation product, i.e. CarPro Eraser Intense Oil & Polish Cleanser or DuPont PrepSol II™ may be more suitable. I concur with the above for what you are trying to accomplish Godoman, as the IPA will strip/flash everything to put you back to "Square one" in particular the prepsol will really show every scratch/RIDS and or marring when it sounds like you are doing maintenance work on a larger/production scale and just need the car "Not perfect" but streak free. This is why I PM'd you about P&S "Non-silicon QD, no problem to begin with, but if you utilize a spray wax that is another story.
Off topic / on topic........what will remove sealant just short of mechanical abrasion... I don't know what sealant was used as it's the wifes DD and I had a shop do the job on it... I have sealant on glass I want to get rid off and would like to avoid polishing on glass.
I believe you have to use a APC and wash the sealant off, I would use ZEP Citrus 4:1 as soap and do 2BM wash. Use CG Citrus if you have it
