Is the white strip (Power Lock) on the edge of the wrap or is it all over the wrap?

Get some citrus wash or do a Dawn wash to strip the Power Lock.

You will still need protection after the correction.

is this something they did to their car? IIRC vinyl is going to soak up whatever you put on it... its not a solid surface.

I haven't had much luck removing residual polish from 3M di-noc. I didn't fully tape off my front trim once and it got stained when I was doing a light polish. No soap or degreaser got rid of it. I tried to polish it but it wouldn't get rid of it. I'll be re-wrapping it this summer since I can't get rid of it.

Since this is a matte finish, this is why you see the results that you do. I believe that if you have a serious steamer (e.g. VX 5000, Dupray or equivalent) then you can likely emulsify the Powerlock Sealant and wipe it off. If you have not used a steamer before, I would not attempt to do so on this customer's vehicle. I would use a large triangular head accessory (to spread out the area of the steam and not concentrate it as in a pinpoint) safely wrapped in a couple of microfiber towels as to not allow the bristles to protrude past the microfiber towels. Using a deft hand, no pressure on the head, and not overheating the vinyl when attempting to remove the sealant.

Nanolex makes proper matte finish products, as do others.

That appears to be an issue with the film, maybe I am wrong, but that is what it looks like to me.
