Paint? Can it be saved?

This picture is from the hood of a 98 Range Rover. Forgive my newbie question, but is this correctable or should it just get repainted. Thanks.

 

it kinda looks like theres no clear coat in those spots.

Get it repainted. Unless the paintjob is as much as the Rover is worth. Then just sell it.

Thanks everybody. I think there was a detailing class...maybe it can be a donor hood.
